Time Sheets Workflow
New Time Sheet Overtime Claim Category Definition Screen
A new screen has been added under Time Sheets > Time Sheet Definitions.
There are Overtime Claim Categories between ‘User Defined Fields’ and ‘Time Sheet Layouts’.
The new screen contains 3 panels:
-
Left - Options - Include Deleted Categories - If checkbox is ticked then any deleted claim categories will show.
-
Middle - shows Regulation Type, Claim Category, Date Created, Date Modified, Date deleted. #
-
Right - Add, Edit, Delete and Order.
Select Add to open the Claim Categories box. Choose from Regulation or Non Regulation from the dropdown.
Select Claim Category to add new claim category.
New Time Sheets Definition Screen Layout
Changes have been made to the Time Sheet Layouts screen to allow for the creation of customised Claim Reasons, which are associated with the Time Sheet Style ‘Islands of Duty with Overtime’.
In the Advanced Options screen of a Time Sheet layout, when setting the Time Sheet Style option to ‘Islands of Duty with Overtime’ in the Settings tab, the Calculation Rules option will display a new ‘Custom’ value at the bottom of the dropdown list. Selecting ‘Custom’ from list will disable the Categories option below and will display a new ‘Custom Claim Reasons' tab to the right of the ‘Settings’ tab. Opening the new tab will display a grid, which offers users the ability to add customised Claim Reasons, which can be linked to a specific Workflow, as configured in Tools > Workflow Designer. These are Workflows with a type of ‘Time Sheet Rates and Rules’.
While adding a Claim Reason, the user will be required to select a Claim Category. This will list all user defined categories that are defined in Time Sheets > Time Sheet Definitions > Overtime Claim Categories.
-
If a Claim Category with a type of ‘Regulation’ is selected, the Workflow field will be enabled below, requiring the user to assign a workflow, which will determine the Overtime Rates and Rules for that particular Claim Reason.
-
If a Claim Category with a type of ‘Non-Regulation’ is selected, the Workflow field will be disabled. This is because Non-Regulation claims have no rules associated with them and the Overtime Rate will be determined by the person entering the claim on their Time Sheet.
The following options are also available:
-
Enter Travel Time - Setting this to ‘Yes’ will allow a user to enter Travel Time hours when entering an Overtime Claim on the Time Sheet using this Claim Reason. Setting this to ‘No’ will hide the Travel Time field, preventing users from entering Travel Time hours. Option is set to ‘No’ by default.
-
Count as Recall From Annual Leave - Setting this to ‘Yes’ will include any claims using this Claim Reason in the count towards the Recall From Annual Leave rules, as governed by the workflow. Setting this to ‘No’ will exclude any claims using this Claim Reason. Option is set to ‘No’ by default.
Date tracking is also available for Custom Claim Reasons. By default, the Start Date is Todays Date and the End Date is open ended. This can be changed to any required Date Range.
Validation will prevent Claim Reasons of the same name with overlapping dates.
Deleted Claim Reasons can viewed by ticking the ‘Show deleted Claim Reasons’ check box above the grid, which will display the Claim Reasons in red text format. Deleted Claim Reasons can also be reactivated by editing a deleted Claim Reason and clicking OK, which will present a message to the user, asking if they would like to reactivate the Claim Reason.
An additional setting called ‘Include Compensation Claims’ is available below the grid. Setting this to ‘Yes’ will generate additional compensation claims for Staff whose claims have already been processed. e.g. where a person enters a fifth Casual Claim which results in the first 30 minutes being added back onto the previous four Casual Claims. If any of the previous claims have already been processed, an additional claim for 30 mins will be created to compensate for the time that has been added onto each processed claim. Option is set to ‘No’ by default.
Time Sheet Workflow Framework
A new Workflow Framework has been implemented to set the foundations for a new Workflow Type called ‘Time Sheet Rates and Rules', which is available in the Workflow Designer screen.
Time Sheet Workflow Logging
Every shape on the workflow now has a log entry, all shapes have a meaningful entry and show clearly in the log. This applies to the following:
-
Appraisal
-
CFWD
-
Leave Allocation
-
Leave Request
-
PHL Allocation
-
Sickness
-
TOIL Conversion
Workflow processing of claims (regulation claims) - Set Claim Rates
Time Sheet Process Shape which applies a specific Payment or TOIL rate to an overtime claim, based on the chosen Reward Type.
The rates are configurable for Full Time Staff or Part Time Staff who have worked below or above Full Time Equivalent Hours during the week.
Properties are as follows:
-
Full Time Pay Rate: choose from any ‘Payment’ type rate from the dropdown
-
Part Time Pre-FTE Pay Rate: choose from any ‘Payment’ type rate from the dropdown
-
Part Time Post-FTE Pay Rate: choose from any ‘Payment’ type rate from the dropdown
-
Full Time TOIL Rate: choose from any ‘TOIL’ type rate from the dropdown
-
Part Time Pre-FTE TOIL Rate: choose from any ‘TOIL’ type rate from the dropdown
-
Part Time Post-FTE TOIL Rate: choose from any ‘TOIL’ type rate from the dropdown
-
Count towards FTE Hours: select ‘Yes’ or ‘No’ from the dropdown (default is ‘Yes’). If option is set to ‘Yes’, this means the claim hours will contribute to the number of hours a part time person has worked during the week to determine if they have worked below or above the Full Time Equivalent Hours. If set to ‘No’, the hours will not be counted towards the persons Full Time Equivalent Hours for the week.
Full Time/Part Time Calculation:
The system determines if a person is Full Time or Part Time based on an FTE calculation.
This calculation checks the persons total Established Location Hours on their Personnel Record, and divides it by their total Established Location WTE. The total Established Hours are then subtracted from this figure.
-
If the calculated FTE hours are equal to 00:00, the person is considered Full Time and will receive the Full Time Pay/TOIL rate.
-
If the calculated FTE hours are greater than 00:00, the person is considered Part Time and will receive the Part Time Pre-FTE Pay/TOIL rate. Once a Part Time person claims enough overtime during the week to reach the required FTE Hours, they will then receive the Part Time Post-FTE Pay/TOIL rate for any additional overtime hours claimed.
Full Time Example:
Established Location Hours = 40:00
Established Location WTE = 1.00
FTE Calculation: ((40:00 /1.00) - 40:00) = 00:00 (Person is considered Full Time and will receive Full Time Pay/TOIL rate for any Overtime claimed)
Part Time Example:
Established Location Hours = 25:00
Established Location WTE = 0.75
FTE Calculation: ((25:00 /0.75) - 25:00) = 08:20 (Person is considered Part Time and will receive Part Time Pre-FTE Pay/TOIL rate for the first 08:20 of Overtime claimed, before receiving Part Time Post-FTE Pay/TOIL rate)
Process Shapes - Split Criteria Shapes - Over Midnight
Time Sheet Rates and Rules process shape which sets the criteria of splitting claims which cross over the midnight boundary from one day into another. Use in workflow, with a single ‘Yes’ path going out from the shape, and into the 'Split Claim based on Split Criteria' process shape, which will then split a claim if it crosses over midnight. Continuing on with the workflow, add a single Yes path going out from the 'Split Claim based on Split Criteria' shape, and position it before a claim loop to cycle through the claim parts and set the correct rate for each.
Property on the shape is:
-
Daily Occurrence:
-
Always = will always split claims that span over midnight, regardless of the day type either side
-
PHL into Non-PHL = will only split claims that span over midnight from a PHL day into Non-PHL day
-
Non-PHL into PHL = will only split claims that span over midnight from a Non-PHL day into a PHL day
-
Weekday into Weekend = will only split claims that span over midnight from a Friday into a Saturday
-
Weekday into Weekend = will only split claims that span over midnight from a Sunday into a Monday
-
If the Claim Hours have been overridden prior to this shape in the workflow (e.g. using the Set Claim Hours to [X] Hours) and the hours are less than the full claim amount, the workflow will use those hours to ‘fill up’ the first split claim. The second split claim will then be either the remainder of the set hours, or nothing (where the set hours are also less than the first split part). If the overridden hours are greater than the full claim amount, the first split claim will be ‘filled’ to capacity and the second split claim will have the full remainder of hours applied to it.
Process Shapes - Split Criteria Shapes - Over Boundary Times
Time Sheet Rates and Rules process shape which sets the boundary time to split claims. Use in a workflow, with a single Yes path going out from the shape, and position it before a claim loop to cycle through claim the parts and set the correct rate for each.
Properties on the shape are:
-
Daily Occurrence: Always or Weekday non-PHL
-
Always setting = applies the split time to every type of day, weekday/weekend/PHL
-
Weekday (non-PHL) setting = applies split time when the split time itself is on a non-PHL weekday only
-
-
Boundary Time: a dropdown selection of time in 1 minute increments from 00:00 to 23:59 (default is 00:00)
If the Set Claim Hours shapes are used prior to this shape, and the hours set are less than the full claim amount, then the workflow will use those hours to fill up the first split claim. The second split claim will then be either the remainder of the set hours, or nothing (where the set hours are also less than the first split part).
Process Shapes - Split Criteria Shapes - Over Force Start Time (UDF)
Time Sheet Rates and Rules process shape which sets the criteria of splitting claims that cross over the time boundary defined for a Personnel UDF with a name of ‘Police Force Start Time’. For people who have an invalid value for the UDF (i.e. not in ‘hh:mm’ format) or do not have the UDF, the boundary time will default to midnight.
Use in workflow, with a single ‘Yes’ path going out from the shape, and into the ‘Split Claim based on Split Criteria' process shape, which will then split a claim if it crosses over the Police Force Start Time or midnight, where applicable. Continuing on with the workflow, add a single 'Yes’ path going out from the 'Split Claim based on Split Criteria' shape, and position it before a claim loop to cycle through the claim parts and set the correct rate for each.
Property on the shape is:
-
Daily Occurrence:
-
Always = will always split claims that span over Force Start Time (or midnight), regardless of the day type either side
-
PHL into Non-PHL = will only split claims that span over the Force Start Time (or midnight) where the claim starts on a PHL and ends on a Non-PHL.
-
Non-PHL into PHL = will only split claims that span over the Force Start Time (or midnight) where the claim starts on a Non-PHL and ends on a PHL.
-
Weekday into Weekend = will only split claims that span over the Force Start Time (or midnight) where the claim starts on a Friday and ends on a Saturday.
-
Weekday into Weekend = will only split claims that span over the Force Start Time (or midnight) where the claim starts on a Sunday and ends on a Monday.
-
For staff who have the Force Start Time UDF, a day type is extended up to the Force Start Time on the following day. This means if, for example, the shape property is configured to Weekday into Weekend and a claim starts on a Saturday before the Force Start Time and ends after the Force Start Time, the claim will be split into 2 claims because the portion from midnight, up to the Force Start Time, is still considered a Friday and therefore, considered Weekday into Weekend.
Process Shapes - Split Criteria Shapes - Over WTE
Time Sheet Rates and Rules process shape which sets the criteria of splitting a claim which crosses over the Full Time Hours threshold for Part Time Staff. Use in workflow, with a single ‘Yes’ path going out from the shape, and into the 'Split Claim based on Split Criteria' process shape, which will then split a claim if it crosses over Full Time Equivalent Hours during the claim. Continuing on with the workflow, add a single Yes path going out from the 'Split Claim based on Split Criteria' shape, and position it before a claim loop to cycle through the claim parts and set the correct Pre FTE and Post FTE rate for each.
There are no properties for this shape.
Example:
If a Part Time Person is required to claim 08:20 before reaching Full Time Hours for the week and they enter a Claim for 0700-1900 (12:00), the claim will be split as follows:
-
Split Claim 1: 07:00-15:20 (08:20) - This will receive the Part Time Pre-FTE Rate when processed through the Set Claim Rate shape.
-
Split Claim 2: 15:20-19:00 (03:40) - This will receive the Part Time Post-FTE Rate when processed through the Set Claim Rate shape.
Process Shape - Non Split Shapes - Round Claim Hours down to last complete [X] min block
Time Sheet Workflow process shape, for rounding the claim hours down to the last complete specified minute block.
If the claim hours are already equal to a complete minute block, no rounding down will occur.
If the claim hours are less than the first complete minute block, the hours will be rounded down to zero hours.
Property is:
-
Minute block - select from the dropdown: 15 mins / 30 mins / 60 mins
Process Shape - Non Split Shapes - [Increase/Decrease] Claim Hours by [X] mins
Time Sheet Workflow process shape, for increasing or decreasing the claim hours by a specified number of hours and minutes.
Properties are:
-
Direction - select ‘Increase' or ‘Decrease’ for the dropdown
-
Duration - select hours/minutes from the dropdown e.g. 00:30 or 05:45, up to 23:59
Process Shape - Non Split Shapes - Create Duplicate Claim with Opposite Reward Type (Payment/TOIL)
Time Sheet Workflow process shape, for creating a duplicate claim based on the Claim Header details and will be allocated the opposite the Reward Type:
-
If the original Claim is entered with a Reward Type of ‘Payment’, a duplicate claim will also be created with Reward Type of ‘TOIL’ and will be assigned the relevant TOIL rate for it.
-
If the original Claim is entered with a Reward Type of ‘TOIL’, a duplicate claim will also be created with a Reward Type of ‘Payment’ and will be assigned the relevant Payment rate for it.
The hours for the duplicate claim will not count towards a Part Time persons Full Time Equivalent Hours during the week, regardless if the ‘Count towards FTE Hours’ property has been set to ‘Yes’ on the Set Claim Rate shape.
There are no properties for this shape.
Process Shape - Non Split Shapes - Divide Claim Hours by ‘Recall From Annual Leave’ Claim Count on Base Date
Time Sheet Workflow process shape, for dividing the Claim Hours by the total number of Claim Headers on the Base Date (i.e. the Shift Date the claim is being entered for), including the claim being entered, which have a Claim Reason with ‘Count as Recall From Annual Leave’ option set to ‘Yes' on the Time Sheet Layout (Advanced Options > Custom Claim Reasons tab).
There are no properties for this shape.
Process Shape - Non Split Shapes - Set Claim Hours to [UDF] Value
Time Sheet Workflow process shape, for overriding the claim hours with the number of hours defined for a specified Personnel UDF, as of the Base Date (i.e. the Shift Date the claim is entered for). A Default Minutes setting on the shape will override the claim hours with a specified number of hours and minutes for people who either have an invalid value for the UDF (i.e. not in 'hh:mm' format), or do not have the UDF on their Personnel Record.
Shape Properties are:
-
UDF Type - select a specific Personnel UDF from the dropdown list
-
Default Minutes - select hours/minutes from the dropdown e.g. 00:30 or 05:45, up to 23:59
Process Shape - Non Split Shapes - Deduct Travel Time from Claim Hours
Time Sheet Workflow process shape, for deducting Travel Time Hours from the Claim Hours. Travel Time Hours can be entered for Claim Reasons which have ‘Enter Travel Time’ set to ‘Yes’ on the Time Sheet Layout (Advanced Options > Custom Claim Reasons tab). If no Travel Time Hours are entered for the claim or the Claim Reason has ‘Enter Travel Time’ set to ‘No’, then no hours will be deducted from the Claim Hours.
There are no properties for this shape.
Process Shape - Non Split Shapes - Deduct Ref Break based on Claim Duration
New Time Sheet Workflow process shape called Deduct Ref Break based on Claim Duration. This shape is used for deducting a persons contracted Refreshment Break from the Claim that is being currently assessed in the workflow. The deduction is calculated using the total claim duration, measured from the claim’s Start Time to End Time, rather than the hours remaining after earlier workflow adjustments. Example: If a claim has a Start/End Time of 12:00 to 18:00, the claim duration is 6 hours. Even if a 30 minute deduction has already been applied earlier in the workflow (resulting in 05:30 received hours), the Refreshment Break is still assessed against the full 6 hour duration.
Ref breaks can be enabled by setting the option for Unpaid Refreshment Breaks to 'Yes' in the Contract Types screen. Once enabled, the ref breaks are then configured by selecting the contract and clicking the Define Ref Breaks button on the right.
If Unpaid Refreshment Breaks option is set to ‘No’, no refreshment breaks will be deducted from that persons claim.
The shape also respects the option for Minimum clocked hours before refreshment break deducted in the Contract Types screen. A persons contracted ref break will only be deducted if the claim duration is equal to or greater than the hours/minutes defined for the Minimum clocked hours before refreshment break deducted option. If the claim duration is less than the option, then no refreshment break will be deducted, regardless if breaks are configured.
There are no properties for this shape.
Process Shapes - Non Split Shapes - Set Claim Hours to [X] Hours
Time Sheet Workflow process shape, for overriding the claim hours with a specified number of hours and minutes.

Split Claim based on Split Criteria
-
Claim Loop: Move to Next Claim
-
Set Claim Rate (after the 'Yes' path from Claim Loop shape) looping back round to the Claim Loop shape
-
End Shape (after the 'No' path from Claim Loop shape)
Other shapes can be used within the loop after this shape to set different rates e.g. those based on claim start time.
The result in the database will be one claim header record and a requested claim record for each part.
Decision Shape - Claim Start Date/Time same as Island Clock In Date/Time?

Decision Shape - Person is above Full Time Hours for the week? (Mon-Sun)
Time Sheet Workflow decision shape, comparing the hours left until the full time equivalent is reached to zero. The comparison is done before the current claim is added and uses the person’s Established Location WTE and Hours to identify the FTE.
The shape will return true (Yes path) if the person has no hours remaining before they reach the full time equivalent (current hours to one WTE = zero), otherwise false (No path).
Decision Shape - More than [X] days in week (Mon-Sun) with a Casual Claim?
Time Sheet Workflow shape that checks the number of days in the week Mon-Sun that have a claim processed with a Claim Reason that has ‘Planned/Casual’ set to Yes on the Time Sheet Layout - Custom Claim Reasons.
If the number of ‘Planned/Casual’ claims is less than or equal to the value on the shape, the outcome for each processed claim in the week is to follow the false workflow path. If the value is exceeded, all claims assessed by this shape in the week follow the true path.
Multiple claims on a day of this type count as one.
Decision Shape - ‘Recall From Annual Leave’ Consecutive Day Count is greater than [X]?
Time Sheet workflow shape that counts the number of consecutive days back from, and including, the date being processed, where a claim has been entered which has a Claim Reason with the 'Count as Recall From Annual Leave' option set to 'Yes' on the Time Sheet Layout (Advanced Options > Custom Claim Reasons tab).

Reports - Check and convert Time sheet reports show claim reason - Show user defined claim reasons
Changes to some reports to accommodate the new Time Sheet Rates and Rules workflow custom claim reasons and categories.
Time Sheets > Time Sheet Reports > Overtime Claims
-
New Custom Claim Reason option: lists all system defined Custom Claim Reasons which have been added to 'Islands of Duty with Overtime' style Time Sheet Layouts. The list is distinct, so same-named reasons on different layouts will be listed separately.
-
Filtering of the report data by the new option and the existing Claim Reason option: the system matches the name of the custom claim reason (added via the Time Sheet Layouts) to the option selection OR matches the non-workflow assigned reason IDs to the IDs of hard-coded claim reasons selected in the option.
-
Report column Claim Reason: either the hard-coded reason or custom claim reason selected when the user entered the claim.
-
Report column Claim Category: either the hard-coded category (Regs, Non-Regs) or the custom category (defined in Time Sheet Definitions > Overtime Claim Categories) associated with the custom claim reason.
The following other reports also include use of the new custom claim reason/category data:
-
Main Client - Overtime - Overtime Reports - Time Owing Payment Analysis
-
Main Client - Overtime - Overtime Management - Overtime Approval (not visible on front end)
