WTSSUP-340	Fixed an issue where variance comments could appear in downloaded Schedule Reports even when the Schedule Report > Show Comments Field permission was disabled. Downloaded reports now correctly respect this permission setting, ensuring comments are only visible in the report and downloaded output when the permission is enabled.
